I think the mall idea would be better because it’s a place where videl would see a lot of parents taking care of their kids.

Do you want Videl to be forced/put into diapers? Or just eventually get to them?
In my head I'm thinking out a cute scene where Videl shows Gohan around and Videl starts seeing babies, or families, and starts having feelings and maybe confesses things to Gohan like she wishes she knew what being a baby was like etc.
I just don't see Gohan forcing her to do something she doesn't want to. He's too kind natured.
