Wiki says Apple Bloom is "school age", and another source said she's roughly 10 years old in human years. Another put her at 6 years at the start of the show and Applejack at 21. So Applejack can be a full adult, but Apple Bloom is definitely a schoolkid.

Teenager as in, 18, while Apple Bloom is truly Little, like elementary schooler.

Potty breaks would be reserved for nice babies. Since I don't like torturing Little Littles, Apple Bloom would naturally be allowed potty breaks if she signals not wanting to use her diaper (doing the potty dance) Even when she's pacified, sounds of obvious distress will prompt its removal. Nursery will be programmed to keep her a happy and safe little baby, since she's harmless.

For Applejack on the other hand, until she learns to behave, toilet denial will be a very possible punishment, as she will be seen as a Teen Baby, and they need stricter treatment (according to the AI)

Maybe Apple Bloom can get a lighter baby theme with nothing sexualised, just inescapable clothes, locking pacifiers and light restraints like mittens, booties, swaddles and the occasional crib straps to keep her safe, while Applejack, as the bigger and probably more resisting sister can get the naughty baby treatment, with the inflatable paci-gag, straitjacket onesies, baby harnesses, and even some vibes to break her resistance?
So Applejack could be into her teens, originally there to drop Apple Bloom off but getting processed too as a teen baby?
