Okay, younger sibling is a spoiled brat, who always gets everything they want. They use that influence over their parents to get their older sibling in trouble all the time. when mom and dad finally go on their trip, older sibling uses this as a chance to get back at the younger sibling? sound plausible?

That can work for a very basic idea yea. But it will die if there's no go along story to go with it if you see what I mean.

Id' suggest the early teens for the sub , if it was me , so 12 to 16 or there abouts.

age range. Well that depends if you want sex , or sexual themes , or clean. But I normally play the early teen or collage age when I'm the sub , depending on setting and such.
