Well my idea is that ruby is secretly an ABDL and one day decided to be daring and go out in public in a diaper and bumps into penny who somehow finds out that ruby is wearing a diaper and since Penny basically Has no social cues and, despite wanting to take care of Ruby, ends up embarrassing her a little. Stuff like very public diaper checks, semi-public diaper changes, loudly proclaiming Babying things to Ruby, etc.
