Generally speaking , no , think of Steven Hawking , has a disability , but is a credit to society. Same with high functioning alcoholics , if they still function then why make them change? Some problems do effect how functionally useful you are , so you can say they have a disability. Diagnosing mental illnesses is a hard job after all definition of 'normal' are subjective and we all have some attributes of mental illnesses due to how we act sometimes. To address your fist point , no , to get any of the benefits of having a disability you have to be diagnosed , if you don't have any issues then how can they diagnose you with it.

Problem with that system though is the fact in my mind some problems still affect how you function compared to the ''normel'' standard greatly yet,To the piont you'd have trouble getting jobs and keeping them you still can function as a member of society.

So high functioning autistic people in some cases in Brittan wouldn't be classed as having a mental disability? I ask as Rye thats what I gather from that statement on what you put about in general speaking about disability
