First off, Sundial, it's Congress that we're talking about - The same group of people that thought it was a good idea to allow mentally ill people to buy guns (They voted to pass that law)-> https://www.nytimes.com/2017/02/15/opinion/congress-says-let-the-mentally-ill-buy-guns.html. Second, it's called social media pressure. The Senate (Upper house of Congress) already voted to save Net Neutrality, due in part to the 2.5 million signatures added to an earlier change.org petition to save Net Neutrality that was sent to the Senate -> https://www.facebook.com/change.org/photos/pb.83996318078.-2207520000.1527842379./10157676148928079/?type=3&theater. Now it's up to the House of Representatives to pass the Congressional Review Act to save Net Neutrality. So, you can still sign the petition to the House of representatives (The lower house of Congress) to help save it -> https://www.change.org/p/pass-the-cra-save-net-neutrality, unless you like to possibly pay for stuff that was previously free on the 'Net!

Hmm... That's the thing though. Why would anyone take an online petition seriously, if literally anyone can sign, as many times as they want as well?

That's interesting, Rye. Believe it or not, you can just go to the site and sign. I just used my name and one of the alternate email addresses that change.org doesn't know about and the webpage accepted the signature. I was inclined to believe like you that your signature wouldn't count since you're not a US citizen and usually, the people in the US Congress would only care about their constituents since those are the people who voted them into office but it looks like anybody in the World can sign the petition. The incentive for you to sign the petition is that much (Not all) of the the World usually (Not always) follows suit to what the US policy is on such matters.
