As for the Harry Potter ideal Basic premise is the 'Dark' side wins but not all was as it seems in truth it plays off the old fanon of Dumbledore a person so twisted from the 'Greater Good' that he keep on about that he was the true 'Evil' at a point but a combination of blindly loyal and stupid people didn't see it when talking adults and then you have the onlys who only stuck around him to minimize the damage. Anyway long story short Voldemort was more good then even and as his soul fragments returned to him he became saner with each piece so once he won he didn't go all maniacal evil overlord. Rather fixing rules up that needed update to not be bigoted nor rasist and removing others that was too far dated to be worth trying anything with. Yet still putting laws that put stipulates on most muggleborns and halfbloods aswell as bloodtraitors . Anyway Some people need care for do to a combination of advents leading to mostly those that was Hogwarts student age without a family or a way to live in a none magical location .
