Yeah something like that. His mutation gave him relatively decent abilities, but because it made his body small and changed his appearance (and basically made him need someone to look after him, despite his protests), he has a huge chip on his tiny shoulders.

The idea is that his powers are to be able to become, generate and manipulate masses of darkness ( for example, he can cause a room to seem pitch black even in broad daylight, or more insidiously, blind someone by making a cloud of darkness cover their field of vision.)

But the secondary mutation made him revert to a small child(justified as his body changing to need less energy for itself, and more to use his powers ) ,
stained his skin an ashen grey and blinded him outside of dark areas, due to his body being attuned to an absence of light.

Well the thought was that this new student like..used to be big into sports or something, but his mutation's activation caused him to be unable to do things like before due to the physical changes it made.
