There's no indication of that. They've never appeared together and they just both refer to Celestia as their aunt. Most fanfic, and I would go this way, refer to them as cousins. Familial connection without being siblings. I would suggest we go with that.

We can just say Celestia and Luna are off in Saddle Arabia doing some Princess-y things, Shining Armor is off somewhere on a training exercise. Blueblood is obviously unhappy Cadence was left in charge so he sabotages her age control spell without her realising it and after that starts to take control from her by say making her rely on him for things, demeaning her while pretending he's being helpful and doesn't mean anything bad and showing her to nobles as a way of showing he'd be better at running the place than her so that everyone starts listening to him and doing what he says instead of her.

Blueblood? That would require, like, every other pony from Celestia, Luna and Shining Armor to in someway absent. Of course if it was him he'd also be, well, not trying to actually helped Cadence. Say....he pretends like he cared what if he sabotaged her magic and purposefully goes out of his way to make her feel like a foal.
