I can get behind that if that's one character's philosophy. See, Gregory and The Overseer are both middle rungs on the ladder of command. They're more equivalents to Zoran and The Dandy Man. Where the show went for Nazi invasion. I'm kind of for occult drug ring. Gregory was a dealer and getting test subjects. The Overseer is overseeing the manufacturing. There's those who come up with the formula to make the drugs, those who are overseeing the entire vampire organized crime organization. Possibly some others here and there. Also was going to have Gregory be a sired by an ancient vampire. Like how Seras was sired by Dracula. This gives Gabby two powerful bloodlines.

Basically, Gregory falls more in line with 'The Major' as a character. He's ready and raring to go to war, but he's not an idiot or suicidal. He realizes he'll die if he doesn't get all of his ducks in a row, first.
As far as he's concerned, there was never any other option. War is the only path forward. Because the vampires are running a major operation, all over England. He knows that he can't be the only one Hellsing and the Vatican are tracking. He knows that, when you get a bunch of vampires together in a single area, the missing persons reports are going to spike considerably.
He's frustrated that the 'overseer' doesn't see this glaring flaw in their plan. Missing persons reports spiking all over England? In several different cities and towns, all at once? No shit Seras appeared, and killed all of his men. They were already onto them by then.
Gregory realizes that the best way to win a war, is to not start one. However, he also realizes the futility of trying to keep their 'master plan' a secret. Hellsing and the Iscariot organizations have spy networks all over the place. They constantly have their ears to the ground. He knew it was only a matter of time until they caught wind of this.

I'm enjoying it, but I'm doubtful Seras has actually used her Huggies. The maid may need to assist her/encourage her to do that. Of course that can be off-screened, but I'm thinking the maid may comment on it in the future.

They're going back to Gregory's base in Brighton yes. There they will encounter the werewolves and take their corpses back for examination

Yeah. I figured Gregory wouldn't engage directly, though what evidence? Are Seras and Gabriella going back to the cult's base in Brighton?

Well I was gonna have it to where he sends the werewolves in and the wolves fight Gabby. He doesn't make his presence known at the scene and just gets out with the evidence.

Made a quick edit to my post. Since Gregory had no intention of using the werewolves responsibly. He was being playful when he used the word 'borrow'.
