I'm sorry, but I can't help you there. She was banned years ago, and she's supposed to stay banned. Her attempting to avoid her ban puts her on the wrong. If she's causing you that much grief, then you really shouldn't be speaking to her.

The original account was permanently banned for ban evasion. She came back and attempted to get around the ban once more. That's cause enough for another permanent ban. The multiple login detector doesn't fail, if only takes a bit of time to kick in sometimes.

By the way, I never said it was from someone three years ago. I don't know where you got that information, but I can use it as more evidence, so thanks for that.

Because she was permanently banned three years ago. Permanent means 'Don't come back', not 'Make another account in three years time.'
