as for the civilian council, i don't see that as feasible either, since from what we know the villages are a military dictatorship. and thus, the civilian portions of said societies would have rather little say in matters. a ninja council works though, probably something with the major clan heads.

Those last two namely festival and civilian council was just asking if you wanted them in there or not. Though the only council I see as feesable and believable would be a shinobi council as it maybe a military dictatorship in the villages I still see the Kages would need a council made of those under his/her control to make sure the forces under the kages control was doing good and to help make correct moves for the military personal to take on funding,training measures and such mostly for advice even though advisers the kage has I see a ninja council as wise to have a another view on what the advisers had well advised. Maybe even have things dealing with the shinobi put to a vote even if the kage has the final say in the matter its still good to have trust in appearance

Let me make sure I understand you,you could see the villagers given the chance would beat Naruto,or do you mean its the unlikelyness and unbelievable thought they'd beat Naruto you want to go by that? Personally I could see Naruto getting beat as in the so called ''village'' which as you know is more like a very large city would house enough idiots that a beating would happen atleast on the day that the kyuubi was sealed by the fools that recall that day. Still I could see it happening on a normal basis

Depends really so what version of the Naruto treatment would be involved as theres the canon treatment and then theres a varying fannon treatments Naruto has went through. I only ask as if we do the rp I need that data for reference and is there anymore to the ideal that you hadn't told Kul?
