Had the idea of starting it with Pan either in the corner after getting spanked or is currently over Bulma’s lap getting it when Bulma asks her if she’s ready to cooperate or if she needs more convincing.

It could also be a way for Bulma to test out certain products for kids being in diapers longer before going into production with them. IE, clothes, diapers, formula, etc. Using Pan as a guinea pig to test them as a punishment and to do research.

I could pull Bulma off. Almost suggested she’s the one who built 23, but I’m fine playing Bulma myself. Bulma could’ve told Videl she has a way to get Pan under control.

Whomever you'd prefer to play then, I'd almost suggest Bulma as well given her role.

I’m generally more OC oriented. Mostly because I haven’t watched in a while and don’t remember Videl well. But I have two OCs I could use. One is Android #23, who is good and has no allegiance to Gero or the others. The other is Terra, my usual babysitter character.

I'd probably prefer Videl, though if you would prefer to play an OC that's fine with me.

Pan could’ve been sent there as a punishment and when told she’d be babied, she threw a tantrum, which got her spanked and diapered and taken to Bulma for the thing that makes her need diapers.

Well if you want to go with just the punishment angle I could see there being a few ways for her to get in trouble.

Otherwise, Pan wishing to be give a body that matches her 'maturity' would be a good way to get her back into diapers.
Alternatively, as a way to force her to stop trying to grow up too quickly a wish could be made to send her back as well.

Bulma could be enlisted to give something to her that will make it so Pan has frequent accidents, either on command due to certain words and phrases, or just making it spotty in general.

She could agree to a modeling job, but finds out the job is for modeling diapers for kids and can't back out due to a contract.

Her poor continence could be due to her being only 1/4th saiyan.

Maybe Pan gets into an accident of some kind and the only way to save her is by youthening her.
