I meant in a sort of long term sense don't worry. I just meant eventually it would probably happen don't worry about it too much.

....At what point? She is going to go through a retraining center. I mean eventually she could be let outside and we could handle that then, but it would take a while to reach that point.

fair enough that would work for me we can have her confrontation with the heroes be rather demeaning as well given the obvious diaper .

I figured the same thing. How about she is sent to a "retraining" facility? As in her evil plans are not good enough.
She would be diapered and slightly babied, but as a humiliation/punishment tactic. So after the initial babying, she is taught evil and tested with physical courses, but she wears diapers and stuff as a reminder of failure.
I want to start with babying, but not let that be the only focus
