Biological and chemical warfare.
Exotic chemicals and synthetic gene modded diseases are unleashed by all sides in an attempt to purge the earth of their enemies. But these new introductions to the environment and the radiation lingering from the nuclear weapons all combined to introduce a whole new element to the survivors of the war.
Humans were no longer the only sapient species. Birds and reptiles have become sapient and sapient raptors and theropods now walk the Earth. But this unintentional chemical and radiation induced uplift and revival was imperfect; they and their future offspring would forever be incontinent.
Humanity has irrevocably changed. Only in the most isolated pockets of the world has the old world remained. But for the others, they must learn to survive in this new world alongside their new sapient fellows.
