18 for instance would discover she has a bit of a liking towards how a wet diaper feels and might rub the front a bit to feel it and since she'd wind up sitting in a wet or messy diaper she try mushing it and maybe finding ways to have it rub her in a way that could pass as innocent.

Well remember that the expected to act there "age" so it would be weird to see her doing it on purpose. Actually how do you feel about the "adults" hearing childish talking when 18 and Bulma speak despite them talking normally?

Videl would have a calm wait and see approach.

I was thinking that she would have a rule where has to ask for permission or be given permission, and 18 would be punished if caught "having fun" without any permission. How do you plan to have Videl react?

Hmm well how do you plan on having ChiChi respond to when ever she catches on to 18 having fun with her diapers? In the world there at its not uncommon for "baby girls" to have happy accidents and 18 would definitely be doing her best to not get caught.

Well the thing is I was going to go with the idea that there caught in big girl clothes despite the police having the ability to scan there ages. Bulma would look younger anyway. This would basically lead to them getting bathed and dressed by a temporary caregiver at the hospital they'd be at till they get adopted.

I was thinking that when they're transported to the new dimension their clothes are altered into being babyish, which in tow leads to them being discovered
