It was common between mid-17th century and early 20th century to attach these strings (or a full-on leather harness) onto children's clothes, especially in upper-class families where there was a lot higher importance to children (in order to carry on the family name and wealth) for both practical (first they aided in teaching them to walk, then as a form of leash to prevent them from running into potentially dangerous situations) and symbolic (signifying that the wearer was still a child) reasons. Even for older girls, the string remained, except replaced with shoulder bow or a thinner ribbon, up until they came of marrying age.
