Its quite possible that not everyone knows the story of the maidens is true, so some lady that basically seems to have 5 or 6 semblances would, to them, be godlike. I don't really agree with your headcanon though, I just can't really see any of that.

True, I mean, its likely some of the Maidens might of had a god complex. Funny enough, my headcanon was that Salem WAS the original Winter Maiden, but whether through simple power corrupts or nudging from the God of Darkness, she believed the Maidens should rule as goddesses, killed one of her sisters who disagreed with her, had most of her power removed, and then fled into the service of the God of Darkness. Oh, and before we found out Ozpin was the wizard, I imagined he was the wizard's son who fell in love with Salem.
