I don't know. Some parents just have their children wear underwear for longer and longer intervals before diapering them as a type of encouragement. But yeah, I can see it happening for potty training purposes, or maybe as a prank by a bully

Hmm… that’s true! It’s just that I’ve (accidentally) cut into a diaper myself before, which left a completly different mess for me to clean up with lol. But as for the diapers over underwear thing - what happens to the underwear?

I have heard some do it for swim diapers or the like, or like, put a diaper over underwear to help a child learn. Either slowly cutting away parts till only the waistband is left, or leaving the diaper loose and eventually some children will not even notice they're in underwear

I guess? I have heard some parents will cut a hole in say, the back of the diaper for potty training

What do you mean cuts a hole? Normally if you cut a diaper, the silicon powder gel stuff gets everywhere right?

Or, someone cuts a hole in Chris or Hana's diapers without them noticing. Or the teachers do so. I have heard that's a thing some parents do when potty training
