Yes he would have already came and gotten stuff, but left the werewolves behind to take Seras and Gabby out. That way both of Gabby's parents see the potential in her power.

So? I'm thinking Gregory took that twelve hour advantage on Seras to clear the base of any evidence. But, if you recall, Gregory worked with a lot of people. Even a convenience store owned and operated by an old married couple.
So, talking to the government officials may be Seras' best chance. Because she won't find anything without doing that.

Apologies for not being as clear as I should be. I just have this really stupid scene in mind, where Gregory goes full ham on him. I'm thinking he'll go full-on anime girl, just to piss him off more.

There is. The limit being 'how long will it take to really piss him off', because Gregory likes getting a rise out of people.

One last power for Gregory. Won't be important for Gabby, but it could have great comedic effect with the Overseer.
Gregory can also transform into the shape of his victims. This naturally takes a lot of practice, and a lot of dead bodies. But Gregory has been eating/sucking people dry for quite some time now, though.
