Well there's a few different angles. One is a group of toddlers having been altered to have more developed minds, but at the cost of not being able to physically age.

Another is that the toddlers were a group of humans that were made to never get past the age of a toddler through continued genetic manipulation over the course of hundreds of years. Meaning that they aren't really smarter than any average person would be.

Another option could be a robot mind transference thing, in that the minds of the original vault dwellers were put into realistic toddler bodies and basically cursed to that forever.

It could also have been a vault of nothing but toddlers, permanently made to never age, and over the course of time, with a robot staff, were made more intelligent, but became so in more of a babyish way.

The main premises could be, just everyday life in the vault. Perhaps one of these toddlers has to venture out into the wastes to retrieve an important part?

This vault could be open to the public and is just sort of it's own thing.

The vault could be kidnapping people and forcing them to their lifestyle or some other such thing (depends on the initial basis)

And really a myriad of things.

Well, it would either be. People who were regressed, retaining their initial intelligence. Or toddlers who were given higher levels of intelligence.

Well the only mlp idea I want to do right now revolves around body swapping, and being in full pony form.

For Fallout, I have one idea about Nuka World being abdl related after the new overboss showed up and started treating everyone like her babies (Based on the woman protag losing her son)

There's the Tranquility Lane idea where the character goes in and either ends up as a baby in the simulation.
