Yeah I get what you mean on that matter but I would also assume the Chunin Exams would have such rules to want to ensure no one gets steamrolled by another test taker before they can show what they can do .

The power limit/rules thing is a reference to a Shippuden OVA where Naruto do to his power level/abilitys where when he takes the Sand Chunin Exams had some special rules put on him not to use some of his abilities so everyone in the exams had a fair chance in the exams . For that reason, I rolled with the concept of its possible all Chunin Exams have such rules if you are more powerful and/or more skilled/experienced/older thus despite no cut off age there would be rules/limits put on more powerful and older test takers . Does that make sense?

As for the other question yes he is assuming Kurama is the nine-tailed jinchūriki and well he was assuming that she was in the exams
