I think this could be interesting. Of course, I did toy with a truly fascinating setting that seemed to have fizzled out:

And so, Humans and Mesozoicans coexisted relatively peacefully.
In 2030, technology and computers have finally integrated into everyday life in the most intimate way possible: as implants and augmentations. Humans and dinosaurs could transcend their biological limits and become seamless hybrids of flesh and machine. Unfortunately, as a side effect, corporations became so powerful that they rivaled sovereign countries in some aspects. Indeed, some particularly large companies were even capable of raising military forces on par with those of a small country.
Despite that and the income inequality, all was well until one high ranking corporate executive found out that a family member of his committed suicide when it was leaked out that they were an ABDL. Distraught over his loss, he uses his considerable power among the government to have it and other sex toys banned as a threat to societal morality. As he was responsible for getting the majority of the politicians into power, they acquiesced to his demands.
And so, in 2034, the Anirut-Lenka Bill — popularly known as the Adulting Act — passed unanimously in the United States. This act made the production and possession of adult baby paraphernalia and sex toys punishable by fines of up to $100,000 minimum or a jail term of a minimum of six months per item. The only exemptions were for research and medical purposes and those were rarely granted.
Diapers were also subject to the law. No manufacturers could produce diapers that were designed to fit anyone over the age of five years with the exception of medical purposes. Those who did manufacture said diapers were required to be registered with the government and keep track of their inventory. Individuals were forbidden from possessing said diapers as well unless they had a certified letter from a medical professional as well as a valid prescription. The punishment was the same as for ABDL paraphernalia and one pack of diapers counted as a single item; at least on paper. In practice, it was common to charge suspects with one count of possession per diaper. Leading to fines totaling in the hundreds of millions of dollars or jail terms centuries long.
Due to a surprisingly large demand for ABDL paraphernalia, diapers and sex toys despite their illegality, a variety of criminal elements have sprung up to supply the demand.
