Act One, I like it. Sadly i'm not very good at slice-of-life stuff. Fortunately we can collaborate. The town, let's say it's a trading outpost that goes back to ancient times, and is of massive strategic and economic value due to sitting in the middle of a geographic border (say, mountains, and the only simple passage is through the valley the city is in.) It's been conquered, liberated, razed, and rebuilt dozens of times over its history. Let's call it Keystone. It's a place where fortunes are won and lost in an instant. Any merchant house who's of any worth has a branch here. Though the average person enjoys enormous wealth, little pity is given to the underclass who cannot pay their way. Whether through simple incompetence, bad luck, or ailment. However adventurers can find employment here. Caravans are a favorite target of bandits and they always need protection.
