Level 1: (Your Level, guests and members with 0-9 posts) has maximum advertising. Level 2: (A user with 10 or more posts who has been a member over two weeks) have vastly reduced advertising (including removal of the large full screen closable adverts) Level 3: (A member who has been registered over a month and has over 50 posts, or has a special account like "artist" or "writer" sees minimal advertising. Level 4: (VIP Donators) receive no advertising.

She was already somwhat powered up by that point. She becomes reckless, she didn't know Neon would hit that rock, and really didn't have any other way of taking the girl down. They both improv (in case you don't remember, Weiss had no idea if she would actually be able to summon the sword at the end of v3) but in a fight its better to have a style as opposed to improvising as you can't plan when you use improv. Also the book doesn't matter when her semblance gives her such versatility it really can't fail. The book fails when you have one way of fighting. As seen in RWBY vs FNKI, and the end of V3 Weiss has more than just a single fighting style, otherwise shw wouldn't have made it through Flynts trumpet (which, you may recall, even blew Yang back)
Thats because she's cocky. She is definitely stronger than Ruby and Blake, of course, her abilities are more meant for fighting. Ruby has some fighting potential, but she's honestly not that great, and doesn't have the maturity the others do, and Blakes semblance isn't really one for fighting, unless she enhances it with certain dusts. Yang has 2 things that are required for her semblance to even be useful, one she's pissed off (admittedly, not that hard) but she also has to take damage, which leaves her in a very dangerous position. Weiss doesn't have any requirements for her semblance, its the most versatile, and she's been training in it and her summoning for far before reaching Beacon.
She's probably the strongest of the team, her or Yang seeing as they were the round 2s, I'd argue her due to the issue with Yangs semblance being based around emotions and pain
And she was able to look past blake being a faunus
