I recommend the following plot:

1) Opening - Establishing world context -

At Zootopia university a prestigious professor gives a keynote speech on 'Zootopia not utopia' in which he criticises the 'TAME' mandatory diapering system imposed on predators as a breech of citizen rights and as creating a caste society in contrast to Zootopia's founding ideals.

2) Plot thread opening -

The professor is reported missing some days later. This sparks unrest and protest amongst anti-TAME sympathisers and activists.
Nick and Judy are tasked with locating the missing professor. The city council is pressuring the police department to ease unrest.

3) investigation - Please feel free to suggest an investigation chain.

4) Sub plot, Nick.

In his after work hours Nick dates a vixen called Amber. It becomes apparent she has anti-authourity views but when Nick finds her at an anti-TAME demonstration, it drives a wedge in the relationship and his loyalties become divided as Judy prompts him to dump her.

5) Sub plot, Judy -

When the investigation comes to a standstill, pressure from the mayor forces the team to consider something drastic. The TAME device is fitted by health care nurses to young predators once they reach the developmental stage they would otherwise start potty training. Prior investigation incriminates one of the healthcare companies which administers the TAME belt at nursery schools. Due to her small stature, Judy is assigned to go undercover as a toddler at a nursery school to monitor suspicious activity from the nurses. After a humiliating week having to go to nursery school Judy finds a lead but blows her cover and is kidnapped.

6) Tying plot threads - Nick and Judy.

Halfway through her time at the nursery Judy and Nick have a falling out over the fact she complains about having to wear nappies and arguments about his radical girlfriend. This leads to Nick initially being unaware of Judy's disappearance and he spends more time with Amber. Clues in Amber's apartment reveal she is more than just an activist but actually part of a terror organisation. Nick keeps his discovery to himself until he becomes aware that Judy has gone missing and then uses his relationship with Amber to infiltrate the terror group and rescue his partner.

7) Main plot tied in -

The terrorists also happen to be responsible for abducting the missing professor. They're goal was induce unrest and promote anti-TAME sentiment. The next phase in there plan had been stubbled upon by Judy earlier, installing malfunctioning and dangerous TAME belts on infant predators to cause panic and hysteria.

8) Plot and interpersonal conflict resolution -

The missing person is released and the crime solved. Nick and Judy are able to make up. Nick accepts he was misled by Amber, whilst Judy is more sympathic about predators having to wear nappies.
