Well I have yet to get a honest ideal for that universe... But well early enough on and at different points further along you had world facts of the following

Anyone has the power to cause a being they think up to become real no matter the age of the person.. The being's ability's..personality… Intellect ..interests and so on is in general atleast from the start shaped by what the person making the being desires them to be... While they can have powers if desired and can be any power that can be thought up … Though the less creative or those wanting a variant of a being to be real can largely or in part copy a being from media

The beings are ageless in the this world/universe ..they have their own thoughts and desires and all that...

For example of a variant from media ..Say a kid would want Hank from the X-Men to be their friend but not like some elements of him or want to improve him they can and he'd come into existence somehow

Well a easy enough reality to work with is maybe the universe of Fosters Home for Imagery friends... Given the world of the cartoon has made it where its canon a thought up being can make its own world … Mess with peoples heads and about anything else you could desire plus a canon thing is beings or a variant from other media can be existing in that universe from them being brought into existent from those less creative or something like that..
