Are you also fine with some "tools" being commissioned to help with this kind of thing? Leg spreaders to encourage crawling, a pacigag so she has to communicate nonverbally, basically things to make it so she needs to be dependent on others for everything

Another thought, since it would be a schooling-type thing, it would be a convenient thing for them to do while Mai is busy, the same way that schools and daycares normally function

Like, instead of just being encouraging, she actually goes out of her way to try and show Ty Lee ways to find joy in infantile activities, and teach her how to feel less guilty and awkward about aspects of babying, for example
