There's plenty you can do. Sabotage his GYM battle so that it's a humiliating public affair. Replace Ash's shampoo with something else. Get Ash chased by police Growlithe. Rig it so that Ash loses in a practice match against a little girl. Frame him for trying to steal a pair of panties and let him get beat up by female trainers. Leave him naked in the streets so that he has to hide and try and get his clothes back. Make a deal with Gary should he show up to reduce Ash's status far below that of a newbie trainer so that Max can be seen as a better trainer. Outright make it so Ash eventually can't compete in the GYM battles anymore and turn him into a public figure for the most humiliated baby ever.

Stuff like that.
