Level 1: (Your Level, guests and members with 0-9 posts) has maximum advertising. Level 2: (A user with 10 or more posts who has been a member over two weeks) have vastly reduced advertising (including removal of the large full screen closable adverts) Level 3: (A member who has been registered over a month and has over 50 posts, or has a special account like "artist" or "writer" sees minimal advertising. Level 4: (VIP Donators) receive no advertising.

Less that they couldn't tell who is or isn't committing crimes, but rather if those crimes are all that 'criminal' in the first place. After all if the premise is that the penny might be there for politically motivated reasons, they'd have to commit a crime in the first place to become a penny. If they aren't there for some other X reason, what would their actual crime be?
If the penny in question is just a normal criminal, it would likely be very easy to deduce they didn't intentionally become a penny, since they would have to have their plan very organized due to how much mental turmoil penny's can go through just by being regressed.
But there in lies the crux of this setup. If there's no possibility that the penny might have been made one because of simply getting dealt a bad hand, being sentenced too harshly for something light, or being misjudged entirely, then the possibility of them having an ulterior motive for becoming a penny becomes more obvious, to the point that becoming a penny in the first place likely makes no sense to any political machinations someone might have.
That's an interesting set up. So the goal would be for your character to find out if my character is hiding something? Though that begs the question if my character is hiding anything. As I understand it, it's not exactly hard to become a penny for rather petty reasons.
Well when it comes to caretaking I usually need a scenario of sorts. Something more than just being the defacto diaper changer and helping a day move along 'normally' there needs to be something 'more' to it in a way. Having things to do that aren't just average caretaker things I think is how I would best describe it.
