Maybe a fall festival thing is going on and there is a lot of attractions that Mrs. Shy takes Flutters to that aren't scary to young children but is scary to Flutters among other things... Maybe even Mrs.Shy cuts a deal with Flutters when she wants festival food to be as good of a girl as she can for mommy for the rest of the stay here or the like … Maybe even takes Flutters around somewhere meant for a foal or to a theater to a young child movie

Iether its like this eps ending monster was meant to be a Kappa but a higher on the foodchain person might have seen what Kappas are commonly linked to and was like Nope can't do that change it don't care how just do it … I say this because Kappas are creatures associated with mischief and drowning children...
