Well that depends on where in the Fairy Oddparents we pull from as if we go from the early days of the cartoon when the writing and such was consistent at a decent level .. well the rules/lore of the universe of Fairy Oddparents was any child deemed sufficiently miserable would get Fairy Oddparents … Which given Dani is a child in canon and she was obviously miserable for rather obvious reasons .. I can see her far exceeding the criteria for being more then worthy to have Fairy Godparents ..

Granted given I doubt Fairy World has seen a case of a child who is a clone let alone a genderbent one would mean it'd be a new sort of scenario for them to have to decide if they would get involved meaning I could see a lot of 'red tape' and such had to be looked into and matters discussed to see if she counted which could have delayed her getting Fairy Godparents

Well then here goes.. I can say for sure on what I know soft canon wise for varies reasons that Danny Phantom has a shared universe with nearly all the Nicktoons up till around the cartoons from 2011 .. While sold and firm canon wise Danny Phantom has a confirmed shared universe status with the following Fairy odd parents(and by extension do to crossover Specials that cartoon had with Jimmy Neutron; Boy genius)..
