I believe there is an exception to that rule; at least where I worked retail there was.
We weren't allowed to ask a customer about their products either, but if that customer looked to young for that product (like say, beer? or Cigs? Or even a M or higher rated movie) we were allowed to refuse sale.
I recall one time while working; I saw this seven year old girl carrying a pack of pampers, yet I've never seen that mother with another baby - so I assumed those were for the girl. I guessed right when the girl's mother decided it was a smooth idea to check her daughters diaper while in a store full of people, she got quite a few ugly stares and one women even came over and told her that that wasn't proper and that her seven still being in diapers was a 'discracie'
You see; while we aren't aloud to question products unless their the ones listed, we were allowed to stop potential fights which I stopped. I told the customer that if the mother wants to that, it's completely her business. I also told that women that for all she knows, the child could've very well made that choice on her own. Contrary to popular belief, 'some' children are able to make a few decisions on their own - just not all.
