Any user can post stories. However, they're subject to review by moderators. If your story isn't up to snuff, I.E basic things like grammar and major spelling mistakes are present, as well as formatting, than your story is likely to be declined. You can only get writer's status after having posted a particular number of approved stories. I THINK it's 10, but you'd have to ask Mistress about the specifics.
