Julius marched into Anna's daycare center, the still protesting Ishtar gripped by one arm and forced along as she struggled against him. She was likely physically stronger, and could have escaped if willing to hurt him, but that was clearly not the case.

He pulled her up to the counter, forcing her down into one of the seats at it. "I have come to submit someone to your service. If she likes defying me to protect children so much, she can be treated as one herself." Withdrawing a quite large bag of gold, he set it down on the desk. "Is this an acceptable amount? Anna's eyes widened when seeing the gold "Well you just need to answer a few questions about how we'll be treating her, if you'll follow me to my office we can discuss the details." Anna said happily. She wasn't expecting a new client today, but it certainly was a pleasant surprise.
Upon getting into Anna's office she sat down at her desk and pulled out the seat across it. "Alright, I have a small list of questions. I want you to tell me the answers for them." She said as she passed Julius the list, having her own copy with her.
As Julius answered each question Anna would read the next not really reacting to any answers.
All the questions where written out to be asking the person reading them, but Anna changed the wording to fit the situation better "Why is she in diapers?" "Would you prefer her to be treated like an adult, toddler or baby." "What would you like her to be called? (pet names, ect)" "Would you like to be in charge of when her diaper is changed or would you prefer to let me do so?" "How often would you like her to interact with other girls? And would you prefer them to be in the same situation as her or a different one?"

Julius followed her into the office, leaving Ishtar pouting outside. She knew the consequences of disobeying.

"The answer to the first of those is sort of a hybrid. I'd like you to treat her as a younger girl, a little ways out of potty training. Let her keep her panties and clothes to start. But I want you to make her lose her potty training. Drugs, magic, simply causing problems that prevent her from reaching the bathroom, scaring her, I don't care. When she has an accident, treat her like you would a kid of the age I described. Make her wear trainers, then diapers when she has more accidents. If all of that makes sense."

"As far as names, Little Lightning is a good one. Little Wet Lightning or Little Messy Lightning even, when appropriate. I won't be here most of the time, though I'll visit. you can take care of changing her. I'd like her to interact with the other girls, of a variety of types if you have them. Anna consumed all the information given to her. "That's a little more then we'd usually do for a girl, but since you payed so generously I see no reason to decline. We have a dark mage here that knows enough cures, so she could probably take away her potty training no problem." She was referring to Tharja, who had a tendency to case hexs on girls that miss behaved or annoyed her.
"There's lots of girls here for various reasons, some here for fun, others because they have to. So I'm sure between all of them she'll find what she needs." She said smiling "Is there anything else you'd like us to know about Little Lightning?" Anna asked as she stood up getting ready to head out back into the hallway

"I am quite willing to pay, yes. It is a service I cannot acquire anywhere else. Dark magic is quite interesting...but I have no need to know your methods. So long as they work, they are acceptable. A slow decline would be best."

As they stood, he considered, then added. "Little Lightning is quite afraid of the dark. You will need to give her a nightlight, or she may make a mess of your bed. Although fear is a good method."

When they exited the room, Julius walked over to Ishtar and planted a kiss on her, causing her face to soften for a moment. "Be good dear, and have fun. I'll visit you later." He turned and left, Ishtar glaring daggers after him.

Turning to face Anna, Ishtar sighed. "Alright, what's this about. I don't know what he told you to do, but we might as well get it over with. Be treated like a kid for trying to save kids, or whatever."

"Well first off you should stop playing dress up and get into some more age appropriate clothes little girl." Anna said leaning down. She had the gloved on and grabbed the girls hand and lead her into the changing room. "Now are you ready for your training panties?" Anna said while patting the changing station, signaling for her to lay on it.

"Ah! What the hell!? What's wrong with my clothes!?" Ishtar sparked with electricity as Anna grabbed her, but the gloves absorbed it harmlessly.

"Why do I need training panties? I'm not actually a kid. Surely you don't need to put me in something like that." Seeing Anna's insistence, Ishtar reluctantly pulled herself up onto the changing station. "Can't I just stay in these? I promise I'll keep them clean like a good girl for you." she didn't like acting like this, but she'd rather be in panties, and Anna had the gloves.

She went over and grabbed some training panties, luckily due to some girls being here to learn potty training they had plenty. Anna removed Ishtar's panties after hiking up her dress and put baby powder all over her sensitive spot before putting on the training panties. "Now let's get you out of this silly dress, a baby like you shouldn't be wearing something like this." Anna said teasingly as she began to take off the dress

Ishtar grimaced. She'd have to be satisfied with that. Hopefully this place actually had bathrooms so she could do so.

Once her underwear was replaced, she started to get up, but groaned as Anna started on her dress next. "Really, I can't even have the dress? What am I supposed to wear? I didn't bring anything else. Can I at least keep the jewelry?" Ishtar was covered in a significant amount of jewelry, from necklace to jeweled bracelets, rings and earrings. She was also wearing stiletto heels, something which was probably not acceptable.

"Nope, anything you're wearing now has to go." She said removing the dress "You can stay like this or you can wear a little girl dress." On the wall there where various frilly dresses that wouldn't cover her training panties.
She began to take all thw jewelry off of Ishtar so she just had her training panties on "I'll let you choose, it's only fair." She said
"Oh, also just ask me when you need to go to the bathroom. I'm the only person here that uses it." She says with a small chuckle
