I could be Peni. I’m thinking she’s still insanely smart and has everything as the movie Peni, just with some babyish additions and modifications.
Also, maybe once she defeats Doc OC, her watch Malfunctions so that it still keeps her from glitching but not able to send her home.

Either that or a different villain. I’m thinking kids there mature slower but are a mix of teenager and baby. Like they’d be able to go to preschool/ daycare on their own, things like that.
