So, basically, the idea I have is that Dr. Maruki redoes his original scheme some years later, only in order to keep those who he thinks need help (his or otherwise) most, he basically creates a world where such people (several phantom thieves included) are legally treated as babies by court order until a professional like himself says otherwise

I prefer rps to be usually around 3-4 lines. As for the pairings you listed I'd be down to rp these:

Celestia/Kyoko: I can imagine something cute with Kyoko losing a bet to her. I'd want to play Kyoko

Toko/Komaru: no ideas for this pairing are jumping out at me, but I think I'd prefer to play Komaru if we did one.

Kaede/Miu: This is a really cute pairing that I haven't heard before, I'd be open to playing either Kaede as the mommy or Miu as the baby.

Chie/Yukiko: I'm down to play Chie as like, an overbearing mommy.

Naoto/Rise: could be cute, I think Naoto is the natural baby here, and I'd like to play her in that case.

Ann/Shiho: I really like the idea of the normally shy and reserved girl being the mommy in the relationship. I think if we take this angle I'd like to play Shiho.

Shinji/Asuka: I have a headcanon that Shinji is a transgirl and I love this pairing if we use that headcanon, otherwise I'm jusy okay with it.

Ritsuko/Maya: Im really interested in this pairing if we can come up with an idea for it.

Also, to suggest a pairing, how do you feel about Ritsuko/Misato?
