(Well, here is my reason for her being in diapers:

The machine wasn't a perfect one as it did have defects. That would either effect the baby, or the person that was being impregnated. Unfortunately for the pidgeot, it effected her and made her unable to really hold in anything anymore without great difficulty, causing her to often go right where ever she stands.

She then stood up slowly before leaving the room to go to the front door of her house in order to see what was wanted. Unforetunately, she apparently forgot to put some pants on, so she stood in front of whoever was at the door with nothing but a white t-shirt and white panties.
