(You used blizzard.... even if you use ice beam, in water, it would freeze the water entirely. That's physics lol)

(It's not Pokemon though. The attack chilled the water not froze it, thus why it didn't reach Charizard.)

(I think I'm judging this based on where your pokemon does the attack. As a fish are you underwater or above it?
If you're under the surface, my argument is that any ice attack when hitting water will freeze it immediately, and WITH the boiling water, the attack would leave your pokemon, which emitted the attack, in a frozen ice cube.)

(I'm on the surface as a fish would be or a mammal getting air would. If it's make any easier, Lanturn coulda jumped outta the water and aimed it to cool it down XD)

Charizard smirked as Matt winked up at him. Charizard then stuck his own tail in his mouth and dove down deep into the water then looked up at the fish above him and flapped his wings like a dolphin's tail and propelled up towards the Lanturn.

Lanturn dove back into the river at Misty's command, "Lanturn use body slam!"

As Charizard watched the fish swim closer to him he reached out and took the hit, but with his large body taking the hit he grabbed the fish and swam up out of the water high into the sky. Seeing the result of his pokemon's attempts Matt smiled. "Charizard use Seismic toss!" he yelled as Charizard barreled down towards the dry ground.

Lanturn let out a cry as it hit the ground and fainted. Misty growled, "Alright you got me, best two outta three. Choose your next Pokemon!"

Matt swapped his Charziard for his scyther.
